Do you tip and what do you think is an appropriate amount to tip a food delivery person?

So last night I ordered a pizza (not for me due to health reasons) and I chose to have it delivered. I added instructions for the pizza delivery driver to ring the doorbell three times. When the driver arrived he rang the doorbell 3 times, I opened the door and handed him $20 for the delivery. The driver just stared at me.

I asked him, “ what is wrong?”

He replied, “I have not received a tip on the last 7 deliveries and I was about to quit. It is too cold to work out here. I am barely making enough money to pay for the gas for my car. Now I understand why they go through so many drivers.”

I believe that gratitude for a service with a tip is normal. But ever since the pandemic it seems that the service industry has been hit hard and tipping is not normal. For many service jobs, tips are crucial for the workers. It is ⅔ of their pay.
